Body

DEPARTMENT RECOMMENDATION

Health and Human Services Agency (HHSA) recommends the County of El Dorado Board of Supervisors approve the updated Transitional Living Lease Agreement template and adoption of the revised Resolution to supersede and replace the previously approved Transitional Living Lease Agreement template and Resolution 066-2014 to incorporate updates to reflect South Lake Tahoe specific needs and requirements, and insurance terms and requirements in the Transitional Living Lease Agreement template.

DISCUSSION / BACKGROUND

On June 17, 2014, the Board of Supervisors approved the “Transitional Living Lease Agreement” template and Resolution 066-2014, which permitted the Health and Human Services Agency (HHSA) Director, or designee, to execute Transitional Living Lease Agreements with residential landlords, for the provision of transitional housing. HHSA worked with County Counsel while drafting said Lease Agreement template and Resolution.

The language in the Transitional Living Lease Agreement template has been updated to clarify needs specific to South Lake Tahoe (i.e. snow removal, and climate control requirements) and update insurance terms and requirements in keeping with Risk Management recommendations and County requirements.

ALTERNATIVES

Failure to adopt this amended template will make it challenging to contract for transitional housing and result in the County continuing to utilize costly out-of-county alternative housing or leave vulnerable clients without stabilty during treatment.
