DISCUSSION / BACKGROUND:

Within the Health and Services Agency (HHSA), the Public Health Tobacco Use Prevention Program and Adult Protective Services use various forms of advertising to educate the public about the dangers of using tobacco and to provide contact information to the public when elder abuse is suspected.  HHSA has contracted for several years with Pallco Enterprises, Inc., dba as Orion Outdoor Media, for printing, installing, and maintaining outdoor media posters placed at various bus shelters on the West Slope of the County. 

 

Recently, new bus shelter panel views were added to three existing bus shelters.  These Programs intend to advertise on the additional panels and it has increased the cost of the services over the Purchasing Agent’s signature threshold thus requiring the Board’s approval.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, the Public Health Tobacco Use Prevention Program and Adult Protective Services will not be able to advertise on the additional bus shelter panels.

CAO RECOMMENDATION:

Approve as recommended.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations are included in the Fiscal Year 2020-21 Budget and will be included in future Budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain the Chair’s signature on two (2) originals of Amended and Restated Agreement 3560; and

2) Clerk of the Board to return one (1) fully executed original Agreement to HHSA Contracts Unit, 3057 Briw Road.
