Title
Chief Administrative Office, Emergency Medical Services and Emergency Preparedness and Response Division, recommending the Board:
1) Approve and authorize the Chair to sign Agreement 7810 with North Tahoe Fire Protection District for the provision of pre-hospital emergency medical and ambulance transport services in the Tahoe West Shore zone of County Service Area (CSA) 3, for the period of July 1, 2023 through June 30, 2026, contingent upon approval from County Counsel and the North Tahoe Fire Protection District’s Board on June 27, 2023; and
2) Authorize the Purchasing Agent to execute any necessary amendments relating to Agreement 7810, excluding term extensions and increases to the not-to-exceed amount, contingent upon approval by County Counsel and Risk Management.
FUNDING: CSA 3 Special Tax (Tahoe West Shore area) and fee for ambulance transportation.

DISCUSSION / BACKGROUND
Chief Administrative Office (CAO) is recommending the Board approve and authorize the Chair to sign the Agreement 7810 with North Tahoe Fire Protection District (North Tahoe) for a three-year period beginning on July 1, 2023. North Tahoe provides ambulance services within the West Shore zone of CSA 3. The County bills for the services and remits 93% of actual collections to North Tahoe. In addition, the special tax revenue collected within the zone is remitted to North Tahoe as payment for the services they provide. There are no substantive changes from previous years' agreements.
The Board has previously determined that in accordance with County Ordinance Section 3.13.030, it is more economical and feasible to engage an independent contractor for ambulance transportation due to special skills and qualifications of the Contractor’s personnel involved in the performance of the work, lack of qualified County employees to perform the work, and that the Contractor will provide equipment, materials, facilities, administration or support services related to providing work that may not be feasibly provided by the County.
ALTERNATIVES
Should the Board decide not to approve the agreement, there would be a lapse of service in the CSA 3 Tahoe West Shore area.

FINANCIAL IMPACT
