DISCUSSION / BACKGROUND

On January 30, 2024, the Board of Supervisor adopted the 2024 Strategic Plan. This plan was developed over the course of more than a year of interviews and workshops with department heads and the Board, facilitated by an outside consultant as well as feedback from an open-ended public opinion survey. The Board provided direction to return with an annual update to the Strategic Plan prior to the end of the first quarter of the calendar year. Per the County Charter, the Board shall, at least annually and prior to the end of the first quarter of the calendar year, review the adopted goals and modify them, as necessary.

Over the course of 2024, departments identified 257 out of a total of approximately 2100 agenda items as being relevant to at least one of the County's Strategic Plan Priorities. Below is a breakdown of the distribution of the items related to each focus area:

Safe and Healthy Communities - 109 items or 42%

Public Infrastructure - 66 items or 26%

Workforce Excellence - 40 items or 16%

Thriving Economy - 26 items or 10%

Strategic Innovation - 16 items or 6%

The County website provides links to each agenda item under the Strategic Plan section. Many of the action items identified in the Strategic Priorities are ongoing. This Strategic Plan is meant to be a long term document for the Board and departments to utilize when prioritizing County goals.

Attachment B includes updates on the progress of the Strategic Plan, including Action items that have been completed as well as Action Items still in progress.  Departments have provided updated time frames where time frames where necessary.  If the Board makes no modifications to the current Strategic Plan, staff recommend that these updates be incorporated into the plan and updated on the County website. Staff will return to the Board during the first quarter of 2026 for its annual Strategic Plan update, providing the Board another opportunity to review the adopted goals and modify them as necessary at that time.
