DISCUSSION / BACKGROUND

On January 30, 2024, the Board of Supervisor adopted the 2024 Strategic Plan. This plan was developed over the course of more than a year of interviews and workshops with department heads and the Board, facilitated by an outside consultant as well as feedback from an open-ended public opinion survey. The Board provided direction to return with an annual update to the Strategic Plan prior to the end of the first quarter of the calendar year. Per the County Charter, the Board shall, at least annually and prior to the end of the first quarter of the calendar year, review the adopted goals and modify them, as necessary.

 

On April 01, 2025, the Board of Supervisors received an update on the Strategic Plan.  There was one change made to the County's vision statement.  The vision statement was amended to read "Exceptional quality of life with a strong sense of community, historical heritage, rural character, managed growth, and opportunity for all."

 

Over the course of 2025, departments identified 143 out of a total of approximately 1,800 agenda items as being relevant to at least one of the action items identified County's Strategic Plan Focus areas. Below is a breakdown of the distribution of the items related to each focus area:

 

Safe and Healthy Communities - 45 items

Public Infrastructure - 41 items

Workforce Excellence - 34 items

Thriving Economy - 5 items

Strategic Innovation - 18 items

 

Many of the action items identified in the Strategic Priorities are ongoing. This Strategic Plan is meant to be a long-term document for the Board and departments to utilize when prioritizing County goals. Attachment B includes updates on the progress of the Strategic Plan, including action items that have been completed as well as action items still in progress. Staff recommend that these updates, along with any other updates made by the Board be incorporated into the plan and updated on the County website.

 

During the last department head meeting in early March, the department head team held a discussion about the Strategic Plan. Overall, the team did not feel that there were any changes necessary to the Vision, Mission Statement or Core Values.  The team also felt that the five focus areas were still relevant and no changes were recommended. However, a review of the priorities and action items shows that many have been completed or are ongoing.  The department heads felt this might be a good time to refresh the priorities and action items.  The group felt that there wasn't a need to utilize an outside consultant for a comprehensive update and unanimously agreed to utilize some time at the bi-monthly department head meetings to collaborate and reach agreement on recommendations for updated priorities and action items.  The goal will be to return to the Board in the Fall with Department Head recommendations for these updates. 

 

ALTERNATIVES

The Board could choose to provide different direction on the process for updating the Strategic Plan moving forward.
