Department of Transportation recommending the Board:

1) Authorize the Department of Transportation to proceed with ordering title reports and certified appraisals, enter into negotiations with the owners, or their designated representatives, and commence with the acquisition process for the US 50 / Latrobe Road / El Dorado Hills Boulevard Interchange Improvements Phase 2B, Capital Improvement Program No. 71323/36104001, affecting the portions of the following subject parcels:

a) APN 121-280-006, El Dorado Hills Town Center East Owners Association;

b) APN 121-280-007, Town Center East LP;

c) APN 121-280-009, Marketplace at Town Center CA LP;

d) APN 121-280-010, Marketplace at Town Center CA LP;

e) APN 121-280-018, Marketplace at Town Center CA LP;

f) APN121-180-008,  Micnan LLC;

g) APN 121-180-016, Bhullar Sukhbir S & Paramjit;

h) APN 121-280-025, Von Housens Motors;

i) APN 121-300-004, Marketplace at Town Center CA LP; and

2) Appoint Transportation’s real estate consultant as the negotiator on behalf of the County for said parcels. (District 1)

 

FUNDING: Traffic Impact Fees - Zone C Local Roads (47%), Coronavirus Response and Relief (8%), and To Be Determined (45% - see “Financial Impact” section of the staff report) (Local and State Funds).

DISCUSSION/BACKGROUND

The US 50 / Latrobe Road / El Dorado Hills Boulevard Interchange Improvements Phase 2B Project (Project), Capital Improvement Program (CIP) No. 71323/36104001, proposes to construct the remaining ultimate improvements to the eastbound on- and off-ramps at the El Dorado Hills Boulevard/ Latrobe Road interchange. Improvements include the reconstruction of the eastbound diagonal on-ramp, eastbound on-ramp auxiliary lane, and the eastbound loop off-ramp. The Project is included in Transportation’s 2023 CIP, which was approved by the Board on June 6, 2023, Item 56, Legistar Item #23-0851.

 

The County adopted the Environmental Impact Report (EIR) for the Project on May 11, 2000, pursuant to California Environmental Quality Act (CEQA), and re-adopted the EIR on July 22, 2003. The Federal Highway Administration and the California Department of Transportation (Caltrans) issued a Finding of No Significant Impact determination on August 23, 2000, pursuant to the National Environmental Policy Act (NEPA).

 

The County may need to purchase fee title or easements from the above listed parcels for the Project. In order for the Department of Transportation (Transportation) to research title records and prepare for negotiations with the subject parcel owners, Transportation is requesting authorization from the Board to proceed with the ordering and payment of title reports and certified appraisals for the land rights to be acquired.

 

Transportation is also requesting the Board authorize Transportation to enter into negotiations with the owners, or their designated representatives, of the parcels listed herein as related to the Project and appoint Transportation’s selected consultant as the real estate negotiator on behalf of the County.

 

ALTERNATIVES

The Board could choose not to authorize Transportation to proceed with ordering title reports and certified appraisals, enter into negotiations and appoint a real estate negotiator, and therefore not acquire the necessary parcels, which would not allow the Project to proceed.

FINANCIAL IMPACT

This Project has no net County cost. The cost for title reports and color-coded parcel maps is based on $925 per parcel. The total cost for the eight title reports required is $7,400. Funding for the Project is budgeted in Transportation’s 2023 CIP.

 

The “Funding” section of the staff report indicates that 45% of the overall Project funding is “To Be Determined.” This is because funding for the construction phase has not been programmed yet. On November 14, 2023 (Item 14, Legistar 23-1902), the Board approved increased funding for the Project, including Transportation’s request to the El Dorado County Transportation Commission (EDCTC) and the California Department of Transportation (Caltrans) to program State Transportation Improvement Program (STIP) funds for the construction phase. This request is currently being processed and the update to this Project will be brought to the Board during the March 2024 CIP workshop.
