Title
Health and Human Services Agency, Community Services Division, recommending the Board consider the following:
1) Authorize the Chair to sign AARP Foundation Host Agency Agreement 114-O1410 to allow for the continued placement of the AARP Foundation's Senior Community Services Employment Program participants in work experiences within the Health and Human Services Agency; and
2) Authorize the Chief Administrative Officer or designee to execute further documents relating to AARP Foundation Host Agency Agreement 114-O1410, including one or more amendments thereto, contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or the term of the Agreement as applicable.
FUNDING: AARP Foundation -100% Federal Funding.

Fiscal Impact/Change to Net County Cost:
None. There is no cost associated with this program. The AARP Foundation Senior Community Services Employment Program ("SCSEP") pays participant wages and Workers' Compensation. SCSEP is federally funded under Title V of the Older Americans Act.
Background:
The Senior Community Services Employment Program is a federal program that places seniors ages 55+ with non-profit or public agencies in temporary on-the-job training positions to gain the skills and experience necessary to obtain permanent, unsubsidized employment. Health and Human Services Agency, Community Services Division ("HHSA") was a host agency from 1995 to 2002 for the SCSEP when Green Thumb (now "Experience Works") administered the program. The AARP Foundation now administers the SCSEP for the County of El Dorado.
On April 21, 2009, the Board approved the use of the AARP Foundation Host Agency Agreement as a boilerplate agreement and authorized the HHSA Director, Assistant Director, or any HHSA Program Manager II to sign future agreements based on said boilerplate (Legistar File ID 09-0439).
On September 28, 2010, the Board approved an updated version of the AARP Foundation Host Agency Agreement and authorized the HHSA Director, Assistant Director, or any HHSA Program Manager II to sign future agreements based on said updated boilerplate (Legistar File ID 10-1048).
On August 23, 2011, the Board approved another updated version of the AARP Foundation Host Agency Agreement and authorized the HHSA Director, Assistant Director, or any HHSA Program Manager II to sign future agreements based on said updated boilerplate (Legistar File ID 11-0905).
The 2012 AARP Foundation Host Agency Agreement was unchanged from the boilerplate approved August 23, 2011, which the HHSA Director executed on September 20, 2012.
The 2013 AARP Foundation Host Agency Agreement was submitted to HHSA in late June 2013 with significant language changes. Although this non-financial Host Agency Agreement complies with Board of Supervisor's Policy C-18, Agreement for Services 114-O1410 is being presented to the Board for approval on the advice of County Counsel due to these language changes.
Reason for Recommendation:
HHSA has collaborated with the AARP Foundation since 2009 to provide valuable work experiences for older Americans and currently has six SCSEP participants placed at various HHSA sites. Participants are neither employees of the County of El Dorado (the host agency) nor of the AARP Foundation. The AARP Foundation provides Workers' Compensation insurance coverage. Although SCSEP participant pre-employment health clearances are not required, HHSA does perform background checks on participants assigned to work at HHSA sites.
Action to be taken following Board approval:
1) Chair to sign six (6) original AARP Foundation Host Agency Agreements 114-O1410.
2) Board Clerk's Office to return six (6) Board executed Agreement 114-O1410 to HHSA Contracts Unit at Briw Road.
3) HHSA to distribute executed Agreements as appropriate.
