Body
DISCUSSION / BACKGROUND
Since May 16, 2019, O’Connell Research (O’Connell) has been providing research to assess the prevalence and outcomes of those with behavioral health needs.
The Community Corrections Partnership (CCP) approved their Fiscal Year 2023-24 budget on March 2, 2023 (CCP Agenda item 23-0503). Included in the CCP budget is $73,500 for Professional Services, of which $13,500 is slated for O’Connell.
Agreement 6304 (Agreement) with O’Connell Research was fully executed on April 18, 2022. Amendment I to Agreement was approved by the Board of Supervisors on December 13, 2022 with Legistar Item 22-1193 and increased the not to exceed amount, extended the Agreement term, and updated the Scope of Services. Amendment II to Agreement was approved by the Board of Supervisors on February 21, 2023 with Legistar Item 22-2249 and increased the not to exceed amount of the Agreement. Due to Amendment II to the Agreement increasing the not to exceed amount above $100,000, a Non-competitive Purchase Request Justification was provided to and approved by Procurements & Contracts.
This Amendment III (Amendment) will increase the not-to-exceed amount of Agreement by $13,500 for a total amount of $230,724, extend the term date, and update the Scope of Services.
Agreement start date is April 18, 2022, and this item will extend the expiration to June 30, 2024.
Since Board approval is needed for amounts exceeding the Purchasing Agent’s authority, this request is to approve and sign this Amendment III to increase the compensation to a not-to-exceed total of $230,724; provided the Board also approves the agreement term extension.
