Clerk of the Board recommending the Board make the following five (5) Public Members appointments to the El Dorado County Commission for Youth and Families:
1) Appoint Atila Farr, Public Member, term expiration 6/30/2021;
2) Appoint Terri Stratton, Public Member, term expiration 6/30/2021;
3) Appoint John Pesce, Public Member, term expiration 6/30/2022;
4) Appoint Cheyenne Lane, Public Member, term expiration 6/30/2022; and
5) Appoint Kristen Patterson, Public Member, term expiration 6/30/2022.

DISCUSSION / BACKGROUND:
On December 17, 2019, the Board of Supervisors passed Resolution 236-2019 establishing the El Dorado County Commission for Youth and Families. Resolution 236-2019, Section 3 “Commission Membership” states that the El Dorado Commission for Youth and Families shall consist of nine Commissioners. Four of the Commissioners will be ex officio members and five Public Members are appointed by the Board of Supervisors. Those five Public Members shall be appointed by the Board of Supervisors from a pool of county residents who apply and who have demonstrated interest and experience in the areas of the Commission’s responsibility.
An application process ensued wherein 13 applications were submitted to the Office of the Clerk of the Board by interested members of the public. The applications were reviewed and discussed by the four ex officio members of the Commission; Ed Manansala, Brian Richart, Don Semon and Sue Novasel. During the two years leading up to the Youth and Families Commission, several community partners involved in the formation of the commission, provided guidance on the ideal representation to include broad geographic representation, expertise in the private and/or non-profit sectors, those with lived experience with the system as a child or family member, and partners necessary for system change (health, education, experience working with youth, etc.).
The panel of ex officio commissioners evaluated and discussed each of the applications with the above criteria in mind to ensure a consistent and standardized process. The application process for five Public Members having been completed, the Clerk of the Board now presents the following applicants to the Board for appointment:
1) Atila Farr
2) Cheyenne Lane
3) Kristen Patterson
4) John Pesce
5) Terri Stratton
In accordance with Resolution 236-2019, the five Public Members shall serve at the pleasure of the Board of Supervisors. Upon appointment two shall be appointed for one year, and three shall be appointed for two years.
A random process was used to assign one or two year terms to each candidate. Individual names were placed in a hat and drawn one-by-one with the first two being assigned one-year terms and the remaining three candidates assigned two-year terms respectively. The outcome of that process is as follows;
Atila Farr - one-year term
Terri Stratton - one-year term
John Pesce - two-year term
Cheyenne Lane - two-year term
Kristen Patterson - two-year term
ALTERNATIVES:
The Board could decline to appoint any or all of the proposed applicants to the El Dorado County Commission for Youth and Families.
