Probation Department recommending the Board consider the following:
1) Approve and authorize the Chair to sign Memorandum of Understanding 3769 and 3770 between Placerville Police Department, South Lake Tahoe Police Department, and El Dorado County Probation Department for “Managing the Effects of Public Safety Realignment Enforcement Operations Program." This agreement is for a term beginning upon final execution and expiring on June 30, 2019, for a not to exceed amount of $50,000.00; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Memorandum of Understanding 3769 and 3770, including amendments which do not increase the maximum dollar amount or term of the Agreement, contingent upon approval by County Counsel and Risk Management.
FUNDING: Community Corrections Funding and Public Safety Realignment legislation (AB 109).

DISCUSSION / BACKGROUND
Managing the Effects of Public Safety Realignment Enforcement Operations Program is for the prevention and enforcement operations between the Cities of Placerville and South Lake Tahoe Police Departments and the El Dorado Probation Department. Operations are directed toward the realigned adult population within the respective city limits and unincorporated areas of El Dorado County.
The operational goal is to reduce recidivism as identified by the Community Corrections Partnership (CCP) El Dorado County Public Safety Realignment Implementation Plan. The Probation Department will facilitate the reimbursement for services and training under this Memorandum of Understanding through Community Corrections funding as approved by the CCP.

PRIOR BOARD ACTION
This Board approved the CCP budget which allocated funds for this MOU on September 11, 2018. This Board has approved prior MOU agreements for these services on April 28, 2015, MOU Agreement 172-M150 (15-0355, item #34). Prior BOS acceptance of the CCP approved budgets are FY 15/16 08/18/15 15-09330 #9; FY 16/17 08/02/16 16-0607 #29; and FY 17/18 05/23/17 17-0496 #21.

FINANCIAL IMPACT
There is no change to Net County Cost. Expenditures that are reimbursable under this agreement are approved by the Community Corrections Partnership Implementation Plan Budget.
The Not to Exceed amount of this MOU shall coincide with the Local Law Enforcement Enhancement amount as stated in the each AB109 Budget approved by the Community Corrections Partnership.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1. Clerk of the Board to obtain signature of the Chair on three (3) originals of Memorandum of Understanding 3769 and 3770.
2. Clerk of the Board to forward two (2) originals of the Memorandum of Understanding 3769 and 3770 to the Probation Department at 3974 Durock Road, Suite 205, Shingle Springs, CA 95682 for disbursement to all parties.
