Chief Administrative Office, Parks Division, recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 4325 with Helix Environmental Planning, Inc. for a two (2) year term beginning upon final execution of the contract, with a total not-to-exceed amount of $126,818, for the purpose of a site assessment, public outreach, and feasibility study of the Chili Bar site;
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 4325, including amendments which do not increase the maximum dollar amount or term of the Agreement, contingent upon approval by County Counsel and Risk Management; and
3) Direct that the related budget changes be incorporated in the FY 2020-21 Final Budget.

DISCUSSION / BACKGROUND
Chili Bar is a rafting/kayaking put-in downstream of the Highway 193 Bridge over the South Fork of the American River. The site is approximately 16 acres and is owned by El Dorado County. The lower area of the property, located adjacent to the river, is operated for rafting activities by the American River Conservancy under the terms of a conservation easement. The upper level includes parking, structures, and the site of a previously-existing mobile home park. Chili Bar is a heavily-used access point for the South Fork of the American River.
The El Dorado County Parks and Trails Master Plan identifies the Chili Bar site as a Tier One Priority and identifies the need for the County to gather additional public input and finalize a plan for this site. The PRC, with input from members of the public, recommended the project as a priority that needed to move forward as soon as possible.
The proposed Chili Bar Feasibility study will provide information on existing infrastructure, recommendations on the use of the property based on public input, and the cost to implement. It will also provide an economic analysis of the potential revenue from the site and detailed analysis up to four conceptual alternatives based on the outcomes of the site assessment and the public outreach portions of this project. The contract with Helix Environmental Planning, Inc is for a two (2) year term and a maximum contractual obligation of $126,818.
On June 23, 2020, the Board conceptually approved the use of SMUD funding for this project (Legistar# 20-0420), with the understanding that Parks staff would return to the Board of Supervisors with an additional agenda item to approve the contract for the Chili Bar Feasibility Study.
ALTERNATIVES
The Board could choose to not approve the contract and this feasibility study would not move forward.

FINANCIAL IMPACT
On June 23, 2020, per agenda item 20-0420, the Board conceptually approved the use of SMUD funding for this project. If the contract with Helix is approved today, funding will be allocated in the Parks budget as part of the Fiscal Year 2020-21 Final Budget. No General Fund impact; SMUD funds will be utilized for this project.
