1) Accept additional funding in the amount of $2,384, due to the actual amount of Amendment I is higher than the estimated allocation of $193,988 referenced when the original  funding Agreement 15F-2009 (County Agreement 328-F1511) was presented to the Board;
2) Approve and authorize the Chair to sign Amendment 1 to Agreement 15F-2009 with the California Department of Community Services and Development, for the provision of Community Services Block Grant (CSBG) services in accordance with the 2014-15 CSBG Community Action Plan, with no change to the term of January 1, 2015 through December 31, 2015, and increasing the total grant amount to $268,174;

4) Authorize the Health and Human Services Agency Director, or designee, to continue to administer Agreement 15F-2009 and execute any subsequent documents relating to said Agreement including required fiscal and programmatic reports.

DEPARTMENT RECOMMENDATION:
HHSA recommends approval of Amendment 1 to Agreement 15F-2009 and acceptance of the additional funds as it provides core funding to support administrative, accounting, and direct service functions to low-income and adult services programs managed by HHSA.  Without this funding source to help support the costs of the programs, staffing will have to be reduced which would impact HHSA's ability to provide these needed services to County residents.
 
DISCUSSION / BACKGROUND:
The Community Services Block Grant (CSBG) is Federal funding provided by the U.S. Department of Health and Human Services, Administration for Children and Families, Office of Community Services, and is administered by the California Department of Community Services and Development (CSD).  The purpose of the CSBG program is to stimulate an effective concentration of all available local, private, state, and federal resources based on the goal of enabling low-income families and individuals of all ages, in rural and urban areas, to attain the skills, knowledge, and motivations to secure the opportunities needed for them to become fully self-sufficient.
 
The CSBG grant provides core funding for the administration of the Health and Human Services Agency (HHSA) low-income and adult services.  The Board of Supervisors is the governing board of the El Dorado County Community Action Agency (CAA), which provides services to low-income residents of the County, and HHSA is the County department designated to administer CAA programs and activities.  Every two years, the California Department of Community Services and Development requires all community action agencies to submit a Community Action Plan (CAP), which is a planning document that outlines proposed activities and constitutes an application for funding.  The Fiscal Year 2014-2015 CSBG CAP was approved by the Board on June 25, 2013, (via Board Item 13-0691), and included such activities as administration of a variety of programs including, but not limited to the Workforce Investment Act Program (WIA), the Multi-Purpose Senior Services Program (MSSP), Senior Nutrition Program, In-Home Supportive Services, Family Caregiver Support Services, Adult Protective Services, Low-Income Home Energy Assistance Program (LIHEAP), Supplemental Food Program for Women, Infants and Children (WIC), Housing Choice Voucher Program, and the Weatherization Program, as well as collaborating with the Office of Economic Development to improve conditions in which low-income residents reside.
 
The Board approved Agreement 15F-2009 on February 10, 2015 (File ID 15-0123 / Agenda No. 14).  At that time, the State estimated that additional funding in the amount of $193,988 would be allocated by the State via amendment(s) after the State received Federal notification that the funding was available.  However, upon receipt of Amendment 1 the amount was $2,384 higher than the estimated amount, thereby requiring this item be brought back to the Board for approval.

CAO RECOMMENDATION:
It is recommended to approve the item to accept the revenue agreement to provide funding for direct program services and support services.   
 
FINANCIAL IMPACT:
There is no Net County Cost associated with this revenue Agreement.  Sufficient appropriations were included in the Fiscal Year (FY) 2014-15 Budget, and will be included in future FY Budget Requests durring the term of the Agreement.
 
CLERK OF THE BOARD FOLLOW UP ACTIONS
1.  Clerk of the Board to obtain signature of the Chair on two (2) originals of Amendment 1 and two (2) originals of the Resolution.
2.  Clerk of the Board to provide one (1) certified Minute Order.
