DISCUSSION / BACKGROUND
At the meeting of June 8, 2021, the AQMD Board of Directors held a public hearing on the Fiscal Year 2021-2022 recommended budget and continued the matter to June 29, 2021 for final adoption.
Health and Safety Code sections 40130-40131 require that air districts adopt their budgets in an open process, separate from other budget processes to ensure full opportunity for the public to participate in, and comment upon, a district's budget prior to adoption. Beginning on May 7, 2021, AQMD prepared and made available to the public a summary of the proposed budget. Direct mail notices were sent to all addresses that were subject to AQMD fees during Fiscal Year 2020-21 regarding the availability of the budget summary online and at the AQMD office, and regarding the public hearing date and location. As such, the public hearing date was scheduled for June 8, 2021 at 11:00am, with a proposed adoption date of June 29, 2021.

FINANCIAL IMPACT
The total recommended budget is $8,374,410, of which $2,189,603 is budgeted in Operations, and $6,184,807 is budgeted in the grant programs (Chimney Smoke, Drive Clean, Lawn Mower exchange, Motor Vehicle Emission Reduction, FARMER, and Carl Moyer). Revenue from regulated sources is approximately $818,000. Stationary source fees and dust plan fees are being increased by 4.7% based upon the change in the California Consumer Price Index from February 2019 to February 2021, as the AQMD Board of Directors approved the deferral of CPI increases in the FY2020/21 budget to aid local businesses while the economy recovered from the effects of the COVID-19 pandemic. Staff salaries and benefits comprise approximately 16.27% of the total budget. The AQMD budget receives no General Fund contributions.
