Department of Transportation recommending the Board:

FUNDING: Funding for both projects include the following: Traffic Impact Fees - Zone 1-7 (<1%), Traffic Impact Fees - Highway 50 (70%), Road Fund (<1%), Regional Surface Transportation Program Federal Funds - Caltrans Local Assistance (1%) and State Transportation Improvement Program Funds (28%). DISCUSSION/BACKGROUND

The US 50/Ponderosa Road Interchange - Durock Road Realignment will realign approximately ¼ mile of Durock Road to South Shingle Road/Sunset Lane and widen the eastbound off-ramp. The US 50/Ponderosa Road Interchange - North Shingle Road Realignment Project will realign approximately ¼ mile of North Shingle Road to approximately 600 feet north on Ponderosa Road, including the realignment of the westbound off-ramp and westbound on-ramp loop to align with Wild Chaparral Drive (hereinafter referred to as “Projects”). Both Projects are included in Transportation’s 2023 CIP, which was approved by the Board on June 6, 2023, Item 56, Legistar 23-0851.

 

The County adopted the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) Initial Study with Proposed Mitigated Negative Declaration/Environmental Assessment with Finding of No Significant Impact for the Projects on March 10, 2020, Item 22, Legistar 19-1516.

 

The County may need to purchase fee title or easements from the above listed parcels for the Projects. In order for the Department of Transportation (Transportation) to research title records and prepare for negotiations with the subject parcel owners, Transportation is requesting authorization from the Board to proceed with the ordering and payment of title reports and certified appraisals for the land rights to be acquired.

 

Transportation is also requesting the Board authorize Transportation to enter into negotiations with the owners, or their designated representatives, of the parcels listed herein as related to the Projects and appoint Transportation’s selected real estate negotiator for the County.

 

ALTERNATIVES

The Board could choose not to authorize Transportation to proceed with ordering title reports and certified appraisals, enter into negotiations and appoint a real estate negotiator, and therefore not acquire the necessary parcels, which would not allow the Projects to proceed.

 

PRIOR BOARD ACTION

On August 27, 2013, Legistar 13-0840, Board approved Cooperative Agreement No. 03-03-0497 with Caltrans for the review and approval of the Project Study Report - Project Report for the Project. 

On February 11, 2014, Legistar 13-0082, Board approved the advancement of the Project from the 20-year CIP to the 2013 CIP work plan. 

On May 8, 2018, Legistar 18-0568, Board approved the formation of a new Underground Utility District in the area of Shingle Springs as part of the Project.

On March 10, 2020, Legsitar 19-1516, Board adopted the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) Initial Study with Proposed Mitigated Negative Declaration/Environmental Assessment with Finding of No Significant Impact for the Projects.

On June 6,2023, Legistar 23-0851, Board approved 2023 CIP with both projects included.

FINANCIAL IMPACT

These Projects have no net County cost. The cost for title reports and color-coded parcel maps is based on $925 per parcel. The total cost for the 44 title reports required is $40,700. Funding for this phase of the Projects is covered by Traffic Impact Fees - Highway 50 funds.
