Library Department recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 8851 with First 5 El Dorado Commission to provide funding for the Library to provide professional services for the Community Hubs in the amount of $276,600 for the period of July 1, 2024, to June 30, 2025; and
2) Authorize the Purchasing Agent to execute further documents relating to Agreement for Services 8851, including amendments which do not increase Net County Cost or extend the term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND
Community Hubs are a partnership between First 5 El Dorado, the El Dorado County (EDC) Library, EDC Early Care and Education Planning Council, EDC Child Abuse Prevention Council, and EDC Health and Human Services Agency (HHSA). The Community Hubs’ vision is to create healthy and strong communities throughout El Dorado County by building resiliency with families through collaborative community-based prevention and early intervention services. Community Hubs are organized by Supervisorial and Educational Districts and provide services in libraries, schools, childcare centers, and other locations where families with children naturally gather. Each Hub is staffed by a team of family engagement, literacy, and health specialists who offer classes, groups, and activities for expectant parents and families with children ages 0-18 and adults. The Board approved prior agreement 071-F1711 that provided similar services for the period of July 1, 2016, through June 30, 2021, with Legistar item 16-0554; prior Agreement for Services 5766 that is almost identical in scope, for the period of July 1, 2021, through June 20, 2022, with Legistar item 21-0897; and on June 20, 2023, with Legistar file 23-1040. Community Hubs are unique in that they leverage a variety of public funds and collaborative partners.
The partnership revisioned the Community Hubs team model (Hubs 2.0) last year to have three navigators: one Hub Navigator based at the library to facilitate a connection to services for all community members (birth through death), one Library Navigator to coordinate access to and promotion of library services across all ages, and one Community Navigator to engage populations outside the library who experience barriers to accessing services such as transportation, language, or knowledge.
Agreement for Services 8851 funds the provision of professional services for Community Hubs 2.0 including Early Literacy, Navigation, Hub Coordination, and Child Care Outreach that support the Goals and Objectives of the STRATEGIC PLAN of the First 5 El Dorado Commission. Agreement for Services 8851 also provides El Dorado County with funding for Early Childhood Literacy Specialists to train and assist childcare providers at Family Child Care sites as part of an innovative program that partners with the El Dorado County Office of Education to support high quality child care in the County.

The Board could choose not to accept the grant funds.

FINANCIAL IMPACT
Agreement for Services 8851 provides $276,600 in funding for Community Hubs from the First 5 El Dorado Commission. This funding was included in the Fiscal Year 2024-25 Recommended Budget to partially offset the General Fund Cost of the Community Hubs program.
