Community Development Agency, Transportation Division, recommending the Board consider the following:
1) Approve and authorize the Chair to sign the Notice of Acceptance with Doug Veerkamp General Engineering, Inc., for the Alder Drive at El Dorado Irrigation District Canal - Bridge Replacement Project, CIP 77123, Agreement 15-31110, P&C 146-C1699; and
2) Authorize the Clerk of the Board to release the Payment and Performance Bonds to the Surety upon notification from the Community Development Agency, Transportation Division, after the one-year guarantee period.
FUNDING: Highway Bridge Program (98% - Federal) and Regional Surface Transportation Program Exchange Funds (2% - State).

DEPARTMENT RECOMMENDATION
Community Development Agency (CDA), Transportation Division (Transportation), recommending the Board consider the following:
1) Approve and authorize the Chair to sign the Notice of Acceptance with Doug Veerkamp General Engineering, Inc. (Contractor), for the Alder Drive at El Dorado Irrigation District (EID) Canal - Bridge Replacement Project (Project), CIP 77123, Agreement 15-31110, P&C 146-C1699; and
2) Authorize the Clerk of the Board to release the Payment and Performance Bonds to the Surety upon notification from Transportation after the one-year guarantee period.
DISCUSSION / BACKGROUND
The contract for the Project was approved by the Board on August 2, 2016 (Item 18). The road was opened to motorists on October 22, 2016.
Recordation of the Notice of Acceptance will start legal time frames for guarantees, a lien period, and return of retention monies. Recordation of the Notice of Acceptance will also start the one-year guarantee period for releasing the Payment and Performance Bonds to the Surety.

The Original Bid Price is based on the Engineer’s estimate for the Project. Final quantities needed often vary from the Engineer's estimate, and adjustments for quantities paid result in the total Contract Item Cost. The Total Direct Construction Cost includes the Contract Item Cost plus any supplemental or unexpected additional work initiated through change orders.
Contract Change Orders (CCOs) on this Project were minimal. Some examples of CCO work on this Project include the addition of cable railing to the tops of headwalls and the addition of some construction area signs.
The costs listed are estimates. Transportation will be closing out the Project with the Contractor and finalizing costs over the coming weeks. Any significant deviations from the estimates above that exceed Transportation’s allocated authority will be brought back for the Board for review and approval in a subsequent agenda item.

CAO RECOMMENDATION
It is recommended that the Board approve this item.
FINANCIAL IMPACT
There is no change to Net County Cost associated with this item. The anticipated direct construction cost is less than the direct construction budget established by the Board. The Project is included in the adopted 2016 Capital Improvement Program, with funding provided by the Highway Bridge Program and Regional Surface Transportation Program Exchange Funds.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk of the Board will obtain the Chair’s signature on one (1) original of the Notice of Acceptance.
2) The Clerk of the Board will send one (1) executed original of the Notice of Acceptance to the Recorder/Clerk’s Office for recordation within ten (10) days, and forward a copy of the recorded Notice of Acceptance to John Kahling, CDA Transportation/Headington Engineering.
3) One (1) year after the recordation of the Notice of Acceptance, Transportation will verify that all warranty work, if any, has been satisfactorily completed and will notify the Clerk of the Board in writing to release the Payment and Performance Bonds.
