DISCUSSION / BACKGROUND
Beginning January 1, 2021, El Dorado County’s Human Resources Department contracted with Benefits Coordinator Corporation (BCC) to provide access to the ACAWorks system necessary to provide Affordable Care Act benefit enrollment and eligibility management services.

The annual rate for the California Minimum Essential Coverage (MEC) reporting was not implemented by BCC when agreement 5145 was signed in November of 2020. The agreement became effective January 1, 2021. At this time, the California MEC reporting functions became available and the County elected to use this service in order to comply with California MEC reporting requirements, resulting in the need for a retroactive amendment to include the annual fee of $400. This service was not included in the agreement because it was approved prior to the implementation by BCC.

ALTERNATIVES
The Board could choose to not approve the retroactive amendment to Agreement 5145 with Benefit Coordinators Corporation (BCC).

PRIOR BOARD ACTION
20-0949 - The Board authorized the County to pay BCC for any Third-Party Administrator services received under the Master Agreement between PRISM and BCC, on July 21, 2020.

FINANCIAL IMPACT
This amendment includes a $400 annual fee for California MEC reporting which was not reflected on the original Fee Schedule when the agreement went into effect. The fee will be absorbed in the Health Program budget.
