DISCUSSION / BACKGROUND
The District Attorney’s Office is in need of a “test” environment for their current case management system through Karpel.
Due to the recent legislation that enacted California Penal Code 741, Race Bind Charging (RBC) becomes a charging requirement for District Attorney’s Offices in California as of January 2025. The department has been working diligently with other District Attorney Offices and Karpel to create and modify an RBC module that will aid in adhering to legislation requirements. In order for the office to assist in designing the module, a test environment of the case management system is needed. It is expected that the Karpel RBC module, along with other updated Karpel versions, will need to undergo further testing in the future before live implementation and thus the need is also an ongoing solution to future Karpel version updates.
The department is requesting the Board Chair to execute Amendment III to Agreement 4038 with Karpel, which will add the “test” environment option to their existing system. The annual recurring cost for the test environment is $1,200.
ALTERNATIVES
Should the Board opt not to approve the Chair to execute Amendment III to Agreement 4038, the District Attorney’s Office will be unable to “test” the new RBC module in the case management system. The test environment allows the office to work out any issues prior to the module going live.
