Supervisor Ranalli recommending the Board, pursuant to Government Code Section 1780, approve the appointment of two candidates to the Mosquito Fire Protection District Board of Directors to complete the terms of office for two (2) of four (4) seats that are vacant due to resignation, for terms to expire December 2, 2016.

The Mosquito Fire Protection District is governed by an elected Board of Directors comprised of five (5) members. Four (4) vacancies exist on the Mosquito Fire Protection Board of Directors (MFPD). Pursuant to Government Code Section 1780, because the MFPD does not have a quorum necessary to fill any of the vacancies, the remaining MFPD member, Theresa Stuart, has asked the El Dorado County Board of Supervisors to fill two (2) of the vacancies so that the MFPD Board has a quorum to undertake business. The remaining two (2) vacancies will be filled at a future date by the MFPD Board by appointment or election.
The Clerk of the Board of Supervisors posted a Notice of Vacancy on February 23, 2016, and made the Notice of Vacancy available on the Board of Supervisors website and via electronic distribution to those who utilize the County's Electronic Subscription Service. Pursuant to Government Code Section 1780, the Mosquito Fire Protection District posted the same Notice of Vacancy in three (3) conspicuous places within the District.
Applications will be accepted by the Clerk of the Board of Supervisors until Monday, March 14, 2016, at 5:00 p.m.
As the District requires a quorum of three (3) Directors to undertake business, Supervisor Ranalli seeks the Board's approval of two (2) candidates as part of the earliest available scheduled meeting agenda of the Board of Supervisors which is Tuesday, March 15, 2016. Supervisor Ranalli will provide the Clerk of the Board with a memo containing the names of the two (2) recommended candidates.
