DISCUSSION / BACKGROUND
On May 12, 2017, the original Kimley-Horn and Associates, Inc., (KHA) Agreement (Attachment C) was approved by the Purchasing Agent to provide the necessary expertise to assist Planning staff with the update to the TIM Fee Program, as required by the adopted 2004 General Plan. The original Scope of Work included calculation of updated service volumes, a deficiency analysis, TIM Fee scenario analysis, recommended TIM Fee improvements, a presentation to the Board, and an update of the 2015 parcel map data.

On December 12, 2017 (Item 26), the Board directed staff to expedite the preparation of an amendment to the KHA Agreement, to amend the original Scope of Work to include the preparation of an addendum to the County’s Programmatic Environmental Impact Report (EIR) for the Western Slope Roadway Capital Improvement Program (CIP) and TIM Fee Program Update.

On January 9, 2018 (Item 27), the Board approved the First Amendment to the KHA Agreement amending the Scope of Work and increasing the not-to-exceed amount of $51,670 by $38,875, without a change in rates, for a total not-to-exceed amount of $90,545 and provided for consultant assistance to allow staff to move forward with a Technical Update, including moving of parcels in Zone 2 into Zone 8 (...
