Background
Sophia Parkway is an arterial street which connects Green Valley Road in El Dorado County (County) to East Natoma Street in the City of Folsom (City), where it becomes Empire Ranch Road. Those portions of Sophia Parkway that are entirely within El Dorado County are the County's responsibility to maintain, and those portions that are entirely within the City of Folsom are the City's responsibility. However, there is a portion of Sophia Parkway which meanders back and forth across the El Dorado County line, which necessitates a shared maintenance agreement between the County and the City.
Reason for Recommendation
Staff from the County's Community Development Agency,Transportation Division, and the City's Public Works Department determined that the best approach for assigning maintenance responsibility along the meandering section of Sophia Parkway was to establish a point along the road which would be the dividing point, rather than have one agency maintain the road and have to seek compensation from the other agency. By determining the total acreage of the meandering section and dividing it by the portion that falls within each agency's jurisdiction, it is determined that fifty-four percent of the maintenance will be the responsibility of the County and the remaining forty-six percent will be the responsiblity of the City. Using this allocation, the correct line of demarcation was determined and is designated as "Point A" in Attachment D, titled "Exhibit B".
