Title: Sheriff's Office recommending the Board consider the following: 1) Approve and authorize the Chair to sign a budget transfer drawing down funds from the Supplemental Law Enforcement Services Account (SLESA) increasing use of fund balance and increasing appropriations by $55,704 in the Sheriff's Department's budget for the purchase of various equipment (4/5 vote required); and 2) Authorize the addition of the following fixed assets to the Fiscal Year 2013-14 Fixed Asset List for the Sheriff's Office: a) One (1) Open Vision LT Video X-Ray System for an estimated $63,000, b) Add value of the Bomb Squad Robot (El Dorado County Asset Tag No. 32845) for an estimated $62,000, and c) Fifteen (15) Patrol Vehicle Light Bars for an estimated $27,000. Background
The Citizens Option for Public Safety (COPS) Program was originally adopted through AB 3229 in 1996 with Funding from the State of California General Fund. As a part of the 2011 realignment of various public safety programs from the state to local government, the Legislature approved the Local Law Enforcement Services Act (AB 118) and shifted all remaining motor vehicle license fee (MVLF) revenue that was previously cities to pay for local law enforcement grant programs including COPS/SLESA programs. SLESA provides funding for front line law enforcement, county jails, district attorneys for prosecution and local juvenile justice programs. State COPS funding is allocated by the State Controller to counties for deposit by the county auditor in a Supplemental Law Enforcement Services Account (SLESA) established in each county....
