DISCUSSION / BACKGROUND
The California Public Records Act (Government Code sec. 6250 et. seq.) was enacted by the State Legislature finding "that access to information concerning the conduct of the people's business is a fundamental and necessary right of every person in this state."
On January 26, 2016 (Item 6, File 16-0008), the Board approved Agreement 252-S1611 with WebQA for countywide implementation of a centralized web based platform to capture and track responses to Public Records Act requests. In support of the long-term success of system utilization by all departments, staff is recommending the Board adopt a policy to further inform and guide county department staff in processing requests for public records.
ALTERNATIVES
The Board may choose not to approve the draft policy, direct modifications to the draft policy or provide direction to staff to take other action.
