Fiscal Impact/Change to Net County Cost: Funds were budgeted for FY 2006/07 and FY 2007/08. The remainder will be budgeted for FY 2008/09.

Background: The El Dorado County SB 163 Wraparound Program was established in 2001. SB163 funds services to youth at risk of out-of-home placement or at risk of being placed in higher levels of care, with the goal of reducing the number of youth placed in group homes. On February 28, 2006 the Board of Supervisors approved a proposal to transfer administrative responsibility for the SB163 Wraparound Program to Human Services and allow for expansion of services. On September 26, 2006 the Board approved a revised El Dorado County Wraparound Program Plan, which was approved by the State and that prioritized and authorized the expenditure of SB 163 Wraparound Program funds for, among other services, emergency interventions or other child welfare services that benefit at-risk youth and their families in our community as authorized by the Interagency Advisory Council (IAC).
