DISCUSSION / BACKGROUND
California Department of Parks and Recreation Office of Grants and Local Services (OGALS) is administering a Prop 68 Round 4 Grant Program (previously Prop 84) and provides funding for the Statewide Park Development and Community Revitalization Program. The intent of the Statewide Park Program (SPP) is to create new parks and new recreation opportunities in critically underserved communities in California. Grant funding in the amount of $395.3 million is available and the open now for applications.
At the September 1, 2020 meeting, the Board received an update from Parks on current projects and future opportunities (Legistar item #20-1141). Forebay Community Park needs several improvements; however, these have not yet been planned due to funding constraints. One of the directions to staff was to apply for Prop 68 Round 4 Grant Funding for Forebay Park Recreation Improvements.
The OGALS grant application procedures require an applicant’s governing body to declare by resolution that the applicant is authorized to apply for grant funds and authorizes the Parks Manager to execute all grant documents, including but not limited to applications, agreements, amendments and requests for payment, necessary to secure grant funds and implement the approved grant project. This Resolution will also ensure that the Chief Administrative Office, Parks Division, is able to take advantage of all Grant Program opportunities as they arise.
