DISCUSSION / BACKGROUND
In January 2016, the Board Chair executed Agreement 467 with Megabyte Systems, Inc. to provide the County with a Property Tax Management System. With Amendment II to Agreement 467, the Just Appraised Ownership Transfer Application Program Interface (API) will be added for the Assessor's Office. Amendment II updates the Scope of Services and Maintenance Pricing Schedule incorporated into the agreement. The one-time implementation cost of the Just Appraised module is $17,500. This application has an annual licensing and support fee, which will be $3,000 starting in Fiscal Year (FY) 2022-23.
Pursuant to Policy C-17, Agreement 467 does not have a stated end date and as such, has come before the Board annually for renewal. The recommended approval of the renewal was last included on item 21-1418 in October 2021.
ALTERNATIVES
Should the Board decline to approve this amendment, the Assessor would not be able to use the Just Appraised Ownership Transfer API module.

FINANCIAL IMPACT
The implementation cost of $17,500 will be paid by the Assessor in FY 2021-22 and the ongoing annual program maintenance cost of $3,000 will be included in the Assessor's budget for FY 2022-23 forward. The annual program maintenance cost increase will be included in the annual estimated amount with the perpetual items that come to the Board for approval in the future.
