Community Development Agency, Environmental Management Division, recommending the Board consider the following:
1) Accept grant award in the amount of $53,476 through the California Department of Resources Recycling and Recovery, Used Oil Payment Program, Fiscal Year 2016/2017, Cycle OPP7, with no match required; and
2) Delegate authority to the Community Development Agency Director, or designee, to execute all grant documents including, but not limited to, request for payments, reports, and all associated documents necessary to secure grant/payment program funds and implement the program.

Community Development Agency, Environmental Management Division (EMD), recommending the Board accept the California Department of Resources Recycling and Recovery (CalRecycle), Used Oil Payment Program, Fiscal Year 2016/2017, Cycle OPP7 (OPP7), grant award in the amount of $53,476.
DISCUSSION / BACKGROUND
Pursuant to Public Resources Code Section 48600 of the California Oil Recycling Enhancement Act, CalRecycle provides up to $11 million annually in payments to local governments for implementation of local used oil and filter collection programs for a variety of eligible costs. Eligible costs include, but are not limited to: establishing, maintaining and/or enhancing used oil and used oil filter collection/recycling programs; developing educational materials informing the public about used oil and used oil filter collection and recycling; purchasing or renting storage facilities dedicated to oil-related activities and supplies; specific training; and developing and purchasing used oil program materials. Each county is eligible to receive an amount calculated by CalRecycle on a per capita basis using the California Department of Finance's population statistics.
