Environmental Management Department recommending the Board:
1) Accept a grant award funded through the California Tire Recycling Management Funds from the State of California, Department of Resources Recycling and Recovery, Fiscal Year 2020-21 Local Government Waste Tire Enforcement Agency Grant 28 (TEA 28), in the amount of $94,604, for the term of June 30, 2021 through September 30, 2022; and
2) Delegate authority to the Environmental Management Department Director, or designee, to execute the Grant Agreement (Attachments A, B, C, D, E, F, G, H and I) and all grant related documents including, but not limited to, amendments, requests for payment, reports, and all associated documents necessary to secure and expend the funds for the purpose of implementing this Local Government Waste Tire Enforcement Grant Program.

DISCUSSION / BACKGROUND
Pursuant to the Tire Recycling Act (Senate Bill 937, [Vuich, Statutes of 1990, Chapter 35]) and related legislation, and on behalf of the California Tire Recycling Management Fund, the State of California, Department of Resources Recycling and Recovery (CalRecycle) is responsible for administering the Waste Tire Enforcement Grant Programs, including the Fiscal Year 2020-21 Local Government Waste Tire Enforcement Grant Agency Program (Grant Program) which provides funding to city and county agencies in California for waste tire enforcement activities for the furtherance of the effort to reduce, recycle, and reuse solid waste and hazardous materials statewide, thereby preserving landfill capacity as well as protecting public health, safety, and the environment.
