DEPARTMENT RECOMMENDATION
County Counsel recommending the Board (1) approve and authorize the Chair to sign a Letter of Agreement with El Dorado County Employees Association Local 1 increasing the annual uniform allowance for Property Evidence Technicians and Senior Property Evidence Technicians from $340 to $494; and (2) authorize the Chair to sign the underlying settlement agreement with Local 1.

DISCUSSION / BACKGROUND
On June 27, 2017, the Board approved a settlement of a grievance by the El Dorado County Employees Association Local 1 regarding uniform allowances for Property Evidence Technicians and Senior Property Evidence Technicians. The settlement increases the annual uniform allowances for each of the four affected employees by $154 per year, resulting in an increased cost of $616. The settlement agreement requires an amendment (Letter of Agreement) to the Memorandum of Understanding with Local 1, which must be approved in open session. This action therefore implements the previously approved settlement.

This action would also authorize the Chair to sign the previously approved settlement agreement on behalf of the Board.


ALTERNATIVES
The Board could elect not to approve the Letter of Agreement, which would in effect reject the previously approved settlement and re-open the grievance.

OTHER DEPARTMENT / AGENCY INVOLVEMENT
The Sheriff’s Office agrees with this action, and Human Resources has approved the Letter of Agreement.
