Department of Transportation recommending the Board adopt and authorize the Chair to sign Resolution 150-2023 authorizing the submittal of applications to the State of California, Department of Resources Recycling and Recovery, for all eligible Grant Programs. This resolution would be in effect for a period of five (5) years from the effective date of the resolution or until rescinded by the Board.

DISCUSSION / BACKGROUND
Department of Resources Recycling and Recovery (CalRecycle) administers various Grant Programs and provides oversight for California’s waste handling and recycling programs, which are managed at the local level by cities and counties (jurisdictions). CalRecycle’s grant application procedures require an applicant’s governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants. In 2018, the Board approved Resolution No. 228-2018 authorizing the Director of the Department of Transportation to execute all grant documents, including but not limited to applications, agreements, amendments, and requests for payment, necessary to secure grant funds and implement the approved grant project. The approval of today’s Resolution will replace the previously approved Resolution and authorize the Director of Transportation, or his/her designee, to execute all documents necessary to implement, secure payment, and accept funds not-to-exceed $250,000 per grant. This Resolution will also ensure that the Department of Transportation (Transportation) is able to take advantage of all rubberized pavement grant program opportunities as they arise.
