Facilities and Procurement and Contracts, divisions of the Chief Administrative Office, recommending the Board take the following actions pertaining to Job Order Contracting (JOC) for as-needed General Building Contractors, Bid Number 2026-0109:
1) Reject the proposal submitted by Pro-Ex Construction Inc. as being non-responsive due to a document submitted not downloaded from the QuestCDN website and the Bidder was not included on the QuestCDN Planholders List as required by the Notice to Bidders;
2) Award JOC Construction Contracts to Air Systems Services & Construction LLC dba Air Systems of Sacramento, Mesa Energy Systems, Inc., and Pride Industries One, Inc., which were determined to be the three lowest responsive, responsible bidders;
3) Approve and authorize the Purchasing Agent to sign Public Works Contract 10565 with Mesa Energy Systems, Inc., Contract 10566 with Pride Industries One, Inc., and Contract 10564 with Air Systems Service & Construction LLC., with each Contract having a term of one year, commencing 90 days after contract execution or upon first Notice to Proceed, whichever occurs first, and each having a total compensation amount not to exceed $2,500,000; and
4) Authorize the Purchasing Agent to sign an Escrow Agreement, if requested by any Contractor and in accordance with Public Contract Code section 22300, to hold Contract retention funds.

On June 16, 2026, the Board adopted and approved the Bid and Specifications and authorized advertisement for Public Works Job Order Contracting (JOC) Bid Number 2026-0109 with the intent to award three contracts to the three lowest responsive, responsible bidders in each class for a total compensation amount not to exceed $2,500,000.
