Title
Planning and Building Department, Tahoe Planning, Stormwater, and Vacation Home Rental Division, recommending the Board:
1) Approve and authorize the Chair to sign a Non-Financial Memorandum of Understanding with the California Tahoe Alliance to encourage coordinated strategies for advocacy on proposed or existing state legislation for policies and regulations that support a broad range of environmental, restoration, recreation, transportation, and water infrastructure projects in the Lake Tahoe Basin, with a term upon execution through December 31, 2033; and
2) Authorize the Planning and Building Department Director, or designee, to execute any further documents, including amendments to the Memorandum of Understanding that do not add compensation to the Memorandum of Understanding, contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND
The California Tahoe Alliance (Alliance) is a coalition of California agencies and jurisdictions, currently comprised of South Tahoe Public Utility District, Tahoe City Public Utility District, North Tahoe Public Utility District, Placer County, League to Save Lake Tahoe, Tahoe Resource Conservation District, Tahoe Fund, City of South Lake Tahoe, Tahoe Regional Planning Agency, and Lake Tahoe Community College, that work together for the purpose of identifying, coordinating, and advocating for state funding for the Lake Tahoe Basin to support coordinated implementation of the Environmental Improvement Program (EIP).
In 2015, El Dorado County was invited to participate in the Alliance and subsequently, on July 14, 2015 (File No. 15-0775, Item No. 19), the Board approved and authorized the Chair to sign a Memorandum of Understanding (MOU) with the Alliance.
On April 10, 2018 (File No. 18-0417, Item No. 11), the Board approved and authorized the Chair to sign an updated MOU with the Alliance to incorporate additional language and the addition of Exhibits to the MOU. ...
