Health and Human Services Agency (HHSA) and the Sheriff’s Office are recommending the Board:
1) Adopt and authorize the Chair to sign Resolution 063-2023 amending the Authorized Personnel Allocation Resolution to add one (1.0) Full Time Equivalent (FTE) Sheriff’s Security Officer I/II allocation in the Sheriff’s Office to help increase the security of the public and County Employees around the HHSA Briw Road offices; and
2) Approve and authorize the Chair to sign a Fiscal Year (FY) 2022-23 budget transfer in the amount of $44,000, increasing intrafund transfers from HHSA to the Sheriff's Office to fund a 1.0 FTE Sheriff’s Security Officer I/II to be stationed at HHSA's Briw Road location for the remainder of FY 2022-23. FUNDING: 100% Health and Human Services program funding.

DISCUSSION / BACKGROUND
The County of El Dorado HHSA Briw Road buildings house programs that are subject to highly emotional and sometimes volatile customers. Over the course of 2022, HHSA has had consistent increases in threats and incidents resulting in staff deploying the use of a panic button. When the panic button is triggered, it requires the El Dorado County Sheriff’s Office or Placerville Police Department to respond. To find solutions to the increased safety concerns, HHSA formed the Building Security and Safety Committee which quickly determined that additional security was essential at both Briw Road locations.
Security responsibility requirements are at a classification not currently held by any staff currently available at Briw Road and this additional allocation was recommended by the Building Security and Safety Committee. This is a new position request due to security concerns at HHSA locations. The allocation will be placed within the Sheriff’s Office’s Personnel Allocation and funds will be transferred from HHSA program funding to the Sheriff’s Office to cover the costs of the position.
