3) MOU between the County of El Dorado and the El Dorado County Law Enforcement Managers' Association, and accompanying Resolution 189-2011; and

Fiscal Impact/Change to Net County Cost:  All Memorandums of Understanding provide for changes in wages, hours, and other terms and conditions of employment, including but not limited to a second tier for CalPERS retirement for employees hired on or after the adoption of a contract amendment between the County and CalPERS.  
 
Background:  The Memorandum of Understandings are the result of the County and Operating Engineers Local No. 3 Corrections Bargaining Unit, Operating Engineers Local No. 3 Probation Bargaining Unit, El Dorado County Managers' Association and El Dorado County Law Enforcement Managers' Association working together for the long range economic well being of the County and its employees.  
 
Reasons for Recommendation:  The attached successor memorandums are comprehensive multi-year Memorandum of Understandings and provide the basis for employer/employee relations.
 
Action to be Taken Following Board Approval:  Direction to the Director of Human Resources and Payroll Division of the Auditor/Controllers Office for implementation and dissemination of the Memorandum of Understandings.
