DEPARTMENT RECOMMENDATION
Community Development Services, Department of Transportation (Transportation), recommending the Board approve and authorize the Chair to sign Agreement for Services 3171 (Agreement) with Aptim Environmental & Infrastructure, Inc. (Aptim), for a not-to-exceed amount of $300,000, to provide the environmental remediation for the Diamond Springs Parkway Phase 1B Project (Project), Capital Improvement Program (CIP) 72334 / 36105011, for a term commencing upon execution by both parties and expiring three years thereafter.
Transportation recommends the Board make findings in accordance with Section 3.13.030 of the County Ordinance Code that it is more economical and feasible to engage an independent consultant for environmental remediation of the former lime plant site that is located within the Project’s footprint.
There are specialty skills required for the work to be performed under this Agreement that are not expressly identified in County classifications. The level of work is too infrequent to warrant hiring new employees. The independent consultant will serve as short term, highly specialized staff support on the very critical and time sensitive Project.
