Sheriff's Office recommending the Board approve and authorize the Chair to sign and execute the Reimbursement Agreement #398-F1511 between the County and the City of South Lake Tahoe for reimbursement of funds in the amount of $20,329, for the grant performance period September 1, 2014 through May 31, 2016 from the Fiscal Year 2014 Homeland Security Grant for salaries, benefits and equipment to operate the South Tahoe Action Team to train citizen responders in the field for use in times of crisis.

DEPARTMENT RECOMMENDATION
The Sheriff's Office recommends approval in order to disburse funds that were allocated to the City of South Lake Tahoe by the Grant's Approval Authority which oversees the administration of these funds for the prevention, response, and recovery from various terrorism/security incidents.
DISCUSSION / BACKGROUND
The Approval Authority, established by the Board to administer the use of Homeland Security Grant funds, has approved the reimbursement of $20,329 to the City of South Lake Tahoe for training purposes. The Approval Authority consists of representatives from the City of Placerville, City of South Lake Tahoe, the Sheriff's Department, Fire Districts, and other eligible governmental agencies. This disbursement was voted and approved on July 8, 2014.
ALTERNATIVES
Failure to disburse funds would result in the inability of the Sheriff's Office to administer the grant funds as approved by the State and the Approval Authority.

CAO RECOMMENDATION
Agreement is retroactive to September 1, 2014 and will utilize 2014 Homeland Security Funding. A reimbursement agreement is required in order to disburse Homeland Security Funds to an outside agency and has been past practice.
FINANCIAL IMPACT
There is no Net County Cost impact. Funding has been allocated to the City of South Lake Tahoe from the FY 2014 Homeland Security Grant.
