Title
Parks, a division of the Chief Administrative Office, recommending the Board:
1) Approve and authorize the acceptance of grant funding from El Dorado County Air Quality Management District (AQMD), in the amount of $423,737, for the Forebay Park parking lot paving project;
2) Authorize the Chair to sign Funding Agreement 9810 with El Dorado County AQMD, for the performance period of March 1, 2026 through December 31, 2027;
3) Authorize the Chair to sign Funding Agreement 9811 with El Dorado County AQMD, for the performance period of upon execution through December 30, 2027; and
4) Authorize the Parks Manager to approve and execute any grant documents, including but not limited to amendments, requests for payments, reports, and other associated documents necessary to secure grants funds and implement the approved grant project.
FUNDING: AQMD Grant Funding through CAP funds and Assembly Bill 2766 funds.

DISCUSSION / BACKGROUND
On October 21, 2025 (Legistar file 25-1478), the Board of Supervisors, acting as Board of Directors of the El Dorado County Air Quality Management District (AQMD), approved AQMD’s use of AB2766 funding and Community Air Protection (CAP) Program funding to award a grant in the total amount of $423,737 to the El Dorado County Parks and Trails Division (Parks Division) for funding of a parking lot paving project for Forebay Park in Pollock Pines.
AQMD’s primary goal is to reduce air pollution in the County of El Dorado. The approved funding will provide environmental benefits for the park and the surrounding community of Pollock Pines including a more durable and longer lasting parking lot surface that has lower maintenance needs; improved handling of rainwater and snowmelt; and provides dust mitigation to protect air quality.
