Community Development Services, Environmental Management Department, recommending the Board adopt and authorize the Chair to sign the following which will remain in effect for five years from the effective date or until rescinded by the Board, whichever occurs first:
1) Resolution 151-2017 authorizing the submittal of applications to the State of California, Department of Resources Recycling and Recovery, for all eligible payment programs; and
2) Resolution 152-2017 authorizing the submittal of applications to the State of California, Department of Resources Recycling and Recovery, for all eligible grants.

DEPARTMENT RECOMMENDATION
Community Development Services (CDS), Environmental Management Department (Environmental Management), recommending the Board adopt Resolution 151-2017 authorizing the submittal of applications to the State of California, Department of Resources Recycling and Recovery (CalRecycle) for all eligible payment programs, and Resolution 152-2017 authorizing the submittal of applications to CalRecycle for all eligible grants.
CalRecycle payment programs and grants offer funding opportunities authorized by legislation to assist public and private entities in the safe and effective management of waste streams, thereby preserving landfill capacity, protecting public health and safety, and the environment. These programs encourage recycling, reuse, and reduction of wastes.
DISCUSSION / BACKGROUND
CalRecycle administers various payment programs and grants, and provides oversight for California’s waste handling and recycling programs, which are managed at the local level by cities and counties (jurisdictions). CalRecycle’s procedures for administering payment programs and grant applications require the applicant’s governing body to declare by resolution certain authorizations related to the administration of these funds.
