County Counsel recommending the Board consider the following:
1) Approve Agreement 087-O1411 with West, A Thomson Reuters Business, for access to On-Line Legal Publications/Research;
2) Ratify Edward L. Knapp's signature on said agreement; and
3) Authorize the Chair to execute the agreement, which shall be effective July 1, 2013 - June 30, 2016. The total estimated cost for the three year period is $73,882.

Fiscal Impact/Change to Net County Cost
The cost of Agreement 087-O1411 is $23,436 for fiscal year 13/14 which is slightly higher than budgeted. We will have an offset in sub-object 4265, legal publications, for additional print discounts and for discontinuation of print titles no longer received. The service will have a 5% increase in fiscal years 14/15 and 15/16.
Background
County Counsel has used on-line legal publication/research since the late 1980's. West has included additional modules and West's legal ed center where the attorneys may obtain Minimum Continuing Legal Education (MCLE) credits, which is required to remain in good standing with the State Bar.
Reason for Recommendation
On-line legal research and on-line publications available for County Counsel Attorneys. Three year contract provides the greatest discount for on-line publication/research and provides a 40% discount on some West print titles.
