County Counsel recommending the Board:
1) Approve Agreement 4023 with West Publishing Corporation for access to On-Line Legal Publications/Research;
2) Authorize the Purchasing Agent to sign Agreement 4023 with West Publishing Corporation which shall be effective July 1, 2019 - June 30, 2022. The total estimated cost for the three year period is $127,043.

DISCUSSION / BACKGROUND
West Publishing Corporation provides on-line legal databases which contain a variety of legal publications, treatises, legal resources, and case law. Access to these resources is necessary for the County Counsel's office to be able to provide legal advice to the County and its departments. The County Counsel's office has been using comparable services either through West or Lexis Nexis since the late 1980's. This agreement is a three year term, which will realize the greatest long term savings for County Counsel.
ALTERNATIVES
The Board could not authorize this agreement, and it would impede the ability of County Counsel to provide legal advice to the County and its departments.

Previous agreements were approved by prior Boards on May 13, 2016 Legistar File ID 16-0548 and on June 18, 2013 Legistar File ID 13-0770.

FINANCIAL IMPACT
The cost of Agreement 4023 is $40,299 for Fiscal Year 2019-2020, which is included in County Counsel's FY 2019 - 20 Recommended Budget. The service will have a 5% increase in fiscal years 2020-2021 and 2021-2022.
