Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 5298 with California Psychiatric Transitions, Inc. for the provision of long term residential treatment for mentally ill adults, with a maximum contractual obligation of $1,500,000, for the term April 1, 2021 through March 31, 2024;
2) Make findings in accordance with County Ordinance 3.13.030 (B) Specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work as the County has neither the staff nor facilities to perform said services; and
3) Authorize the Purchasing Agent or designee to execute further documents relating to Agreement for Services 5298 including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND:
Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign Agreement for Services #5298 with California Psychiatric Transitions, Inc. (CPT) for the provision of long-term residential treatment for mentally ill adults as HHSA needs to provide and maintain capacity for residential treatment services at the higher level of acuity, available through CPT.
Additionally, HHSA has determined that services provided pursuant to this Agreement #5298 satisfy the criteria defined in Chapter 3.13, Section 3.13.030 of the County Ordinance in that the work performed under this Agreement requires specialty skills and qualifications not expressly identified in County classifications to be involved in the performance of the work and the County has neither the staff nor facilities to provide long-term residential treatment for mentally ill adults.
