DISCUSSION / BACKGROUND:
The California Welfare and Institutions Code (WIC) Section 5604 requires all counties to establish a mental health advisory board or commission. The County of El Dorado Board of Supervisors (Board) established the El Dorado County Behavioral Health Commission (Commission) and adopted Bylaws for the Commission through previous actions on May 11, 1993, February 29, 2000, October 21, 2014 (File ID: 14-1254), and April 21, 2018 (File ID:18-0567).
The Behavioral Health Commission serves in an advisory role to the Board of Supervisors and the HHSA Behavioral Health Division regarding the behavioral health needs of the El Dorado County community. By advising the Board and HHSA Behavioral Health Division staff, the Commission promotes improved quality of life for all County residents with mental health needs.
In late 2022, the Commission determined the need to review its Bylaws to align them with their current operations and to ensure compliance with current statewide best practices. The Commission discussed proposed Bylaw revisions with the Board on November 16, 2022 (File ID: 22-1884), in which the item was set to be continued at a later date upon final revisions. This action item incorporates those changes, which includes several minor changes to the Bylaws of this Commission. Attachment C to this item shows the current Board adopted Bylaws; Attachment A and B (redline) show the proposed revisions to these Bylaws.
