DISCUSSION / BACKGROUND:
On May 17, 2022, HUD published the Final Rule implementing the changes to the FSS program, which issues funding to Public Housing Authorities for the provision of the program. The FSS program funding, originally implemented in 1990, supports HUD’s goal of increasing economic opportunity for HUD-assisted families. The FSS Notice of Funding Availability (NOFA) was released by HUD on October 3, 2022, and was applicable to two years of funding, if appropriated. On September 20, 2022, in accordance with the NOFA, HHSA applied for the FSS grant covering Fiscal Year (FY) 2022 and FY 2023 in tandem.

Eligible costs include the payment of salary and fringe benefits of full-time and part-time FSS program coordinators. The El Dorado County PHA has received FSS program funding for multiple years and uses this funding to pay for a position within the PHA that provides services to the eligible families, consistent with the intent of the program.
