Health Services Director recommending the Board ratify her signature on an extension application to the California Emergency Management Agency grant for Recovery Act - Justice Assistance Grant (JAG) funding to extend the end date of the grant term from March 31, 2011 to September 30, 2011 with no increase to the original grant amount of $293,654 to provide continued substance abuse treatment for adult criminal offenders convicted of nonviolent drug offenses in the Offender Treatment Program (OTP) in conjunction with a drug court model.
FUNDING: American Recovery and Reinvestment Act of 2009 (ARRA) funds via California Emergency Management Agency (CalEMA) and the California Alcohol and Drug Program.

Background: On January 19, 2010, the Board ratified the Health Services Department Director’s signature on an application for funding through CalEMA (Agenda Item #6, Legistar File #09-1538). This application for one-time Recovery Act funds being distributed through CalEMA and the California Alcohol and Drug Program was accepted and approved by CalEMA, with a letter indicating grant award received by the Department May 19, 2010 (Attachment B). Although the original Board item on January 19, 2010 anticipated that the Department would return to the Board for signature on a funding Agreement, no such document was ever provided by CalEMA; instead they simply sent the aforementioned letter of award.
In mid-December 2010, counties that had been awarded ARRA funding received informal notice that CalEMA would be offering a six-month extension of the grant term to allow counties to continue spending ...
