Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this Agreement. This funding was anticipated and included in the fiscal year (FY) 2011-2012 Budget.
Background: Historically, Sacramento County was the applicant/fiscal intermediary for the Federal Housing and Urban Development (HUD)/Housing Opportunities for Persons with AIDS (HOPWA) grant funding, allocating funds to rural counties including the County of El Dorado. This responsibility transitioned to the Sacramento Housing and Redevelopment Agency (SHRA) effective January 1, 2012, who now serves as the fiscal intermediary for HOPWA grant allocations.
The HOPWA Program provides emergency housing assistance for County of El Dorado residents and their families living with HIV disease. Short term assistance and supportive services are provided to qualified persons for rent, mortgage, and utilities to prevent homelessness.
Currently HOPWA services are provided by Sierra Foothills AIDS Foundation, a community-based agency specializing in services for individuals and families afflicted with HIV/AIDS. Sierra Foothills AIDS Foundation maintains all appropriate credentialing and has successfully passed annual site reviews.
