Sheriff’s Office recommending that the Board approve and authorize the Chair to sign and execute Reimbursement Agreement 3516 between the County and El Dorado Irrigation District (EID) for reimbursement of funds in the amount of $9,800 for the grant performance period that ends May 31, 2020 from the Fiscal Year 2017 Homeland Security Grant to update the EID’s Emergency Operations Plan (EOP).

DISCUSSION / BACKGROUND
On April 8, 2003, the Board created an Approval Authority to distribute Homeland Security Grant funds to local eligible entities. This Approval Authority has approved the reimbursement of $9,800 to the EID from the Fiscal Year 2017 Homeland Security Grant for the update to their Emergency Operations Plan (EOP). The Approval Authority consists of representatives from the City of Placerville, and South Lake Tahoe Police Departments, the Sheriff’s Office, Public Health, and Fire Districts. Although the El Dorado Irrigation District is not a voting member of the approval authority that distributes the Homeland Security Grant funding, they are an entity in the Operational Area that the Grant services therefore they are eligible to receive funding.
On June 23, 2015, the Board of Supervisors reaffirmed the creation of an Approval Authority to distribute the Grant funds at the local level.
The Homeland Security Grant program provides funding for planning, equipment, training, exercises and management/administrative costs to help fulfill one of the core missions of the Federal Department of Homeland Security by enhancing the country's ability to prepare for, prevent, respond to and recover from potential attacks and other hazards.
