DISCUSSION / BACKGROUND
Department of Transportation, Maintenance and Operations Division (Transportation) initiated the study due to a request from the general manager of Serrano Homeowners Association. Subsequently, Transportation began investigating the intersection and discussed the findings during the December 5, 2019, West Slope Traffic Advisory Committee Meeting. At the meeting, Transportation was directed to prepare an "All Way Stop" Engineering and Traffic Study. In 2022, Serrano Homeowners Board of Directors submitted a letter of approval and resident petition in favor of an "All Way Stop." As a result of receiving the letter of approval and petition, Transportation gathered new turning movement data, new pedestrian counts, and remeasured sight distances. The new data was discussed during the July 13, 2022, West Slope Traffic Advisory Committee Meeting.
Transportation has been conducting site visits since 2019 to observe and document average daily traffic and conduct speed surveys. Based on field findings and the California Manual on Uniform Traffic Control Devices, the "All Way Stop" is not warranted. However, due to the three items listed below, Transportation recommended the installation of an "All Way Stop" at the intersection of Serrano Parkway and Greenview Drive.
- Subdivisions accessed by Greenview Drive (West) are still in the building/construction phase and are soon projected to build out to where the "All Way Stop" at the intersection of Serrano Parkway/Greenview Drive (West) will be warranted.
