Department of Transportation recommending the Planning Commission receive and file a presentation on the El Dorado County Travel Demand Model (TDM), Vehicle Miles Traveled (VMT) as the California Environmental Quality Act (CEQA) metric per Senate Bill (SB) 743, and the Board approved implementation of SB 743.

DISCUSSION / BACKGROUND
The Department of Transportation recognized the Planning Commission has many new Commissioners and staff wishes to provide the Commissioners with the background on the El Dorado County TDM and SB 743.
The TDM is one of the tools Transportation uses to determine project impacts and is the basis for the Major Update to the Traffic Impact Fee Program and the Capital Improvement Program. Updates to the TDM were completed to address the SB 743 requirements. SB 743, approved in 2013, took effect in July 2020 and replaced Level of Service (LOS) with VMT as the CEQA criteria for project impacts. On October 6, 2020 the Board adopted Resolution 141-2020, which established the significance thresholds and screening tools for the VMT transportation analysis for most projects.
