DEPARTMENT RECOMMENDATION
Staff requests that the Board provide comment and direction regarding a 2016 Action Plan of the Community and Economic Development Advisory Committee (CEDAC).

DISCUSSION / BACKGROUND
On August 18th, 2015 the Board of Supervisors approved Resolution 147-2015 updating and narrowing the scope of the CEDAC committee (15-0891 Item # 17). Resolution 147-2015 called for CEDAC to perform the following functions:

A. Analyze economic development opportunities and present recommendations on how best to achieve the goal of creating prosperous and sustainable communities while maintaining the county’s quality of life.

B. Recommend ways to reform and improve regulatory processes relating to existing County regulations and procedures to eliminate contradictory, unneeded requirements, and to narrow the scope of government to only those regulations that are necessary to promote a sound and balanced economic development strategy.

C. Advise the Board of Supervisors and the County Economic Development Division on matters relating to economic development: business retention and expansion, entrepreneurial business formation, business attraction, infrastructure needs, job creation, and workforce development.

D. Identify and determine ways to support county business sectors, review and recommend business incentives and collaborative marketing strategies that address needs in unincorporated areas.

E. Identify constraints and incentives to economic development, facilitate direction and incentives for business recruitment, and support collaborative business and community outreach efforts focused on the importance of growing the county’s economic base.
