Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign Amendment 1 to Agreement for Services 470-S1511 with Big Brothers Big Sisters of El Dorado County, for the provision of mentoring services in support of the Mental Health Services Act Mentoring for 3-5 Year Olds by Adults and Older Adults Prevention and Early Intervention Project, for a one (1) year extension of term through June 30, 2018, and an increase of $25,000 for a maximum contractual obligation of $100,000; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 470-S1511, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board approve Amendment 1 to Agreement for Services 470-S1511 with Big Brothers Big Sisters of El Dorado County (BBBS), to provide mentoring services in support of the Mentoring for 3-5 Year Olds by Adults and Older Adults (the Project) Prevention and Early Intervention (PEI) Project, thus ensuring HHSA meets the requirements of the Mental Health Services Act (MHSA) Plan. The MHSA Plan mandates that stakeholders are to be provided with the opportunity to provide input into the MHSA Plan development on topics such as community needs and funding allocations. During the MHSA community planning process for FY 2016-17, one of the unmet needs identified by the public was mental health services for children under the age of five (5) and their families who do not meet the specialty mental health criteria. To address those needs, the Project will continue to be included in the MHSA Plan under the PEI component. BBBS was recognized by the MHSA stakeholders as the sole source provider for these specialized services.
